Pocono Township is committed to establishing a robust emergency management plan that meets the needs of our residents and the community at large. Furthermore, Pocono Township, through its Emergency Management Coordinator, works closely with PEMA (Pennsylvania Emergency Management Agency) to ensure that all emergency planning, preparation, and response complies with Federal and State mandates.

About our Coordinators:


Jerrod Belvin has been serving as the Emergency Management Coordinator for Pocono Township since 2018. He plays a critical role as the township’s liaison to the Monroe County Hazard Mitigation Plan, ensuring alignment with FEMA requirements. Jerrod is a Certified Emergency Manager (CEM) accredited by the International Association of Emergency Managers and holds two advanced certifications from Texas A&M University in Disaster Management and Critical Infrastructure Asset Protection. Along with an MBA from UOP.

He has completed both the Professional Development Series (PDS) and Advanced Professional Series (APS) through FEMA and holds a Project Management Professional (PMP) certification. Before joining Pocono Township, Jerrod worked for FEMA as a Program Manager and Task Force Lead, specializing in preparedness, hardening critical infrastructure, public assistance, and debris management.

In 2020, Jerrod was honored as one of the “Top 40 Under 40” by IAEM Region 3, recognizing his exceptional contributions to emergency management. His expertise extends across Federal, State, County, and local levels, and he serves on the Local Emergency Planning Committee (LEPC) for Monroe County. Additionally, Jerrod has been recognized as a subject matter expert in debris management and was nominated to the Homeland Security Information Network (HSIN) for Critical Infrastructure and Emergency Services. His extensive experience underscores his dedication to ensuring community resilience and safety in times of crisis.
